       English translation, September 18, 1997:
    As has been requested by the Jamgon Kongtrul Labrang, and by the power of the supreme tulku Karmapa Urgyen Trinley Dorje Rinpoche’s recognition of the son born in the Year of the Pig to the father Gonpo and the mother Yangkyi as the incarnation of the Third Jamgon, the Dalai Lama hereby does the same.
